New policy on houseless lots

KUCHING: The new policy of Land and Survey Department allows it to issue land titles to owners whose land lots are without houses yet.

However, this is only applicable provided that the particular lot is in between measured lots.

The department’s deputy director (Management) Awang Zamhari Awang Mahmood said this when responding to a question by Dominic from Kampung Suba Baru regarding the latter’s application which has been rejected for issuance of land title for his empty lot.

“It is true that the Land and Survey Department previously has a policy in which the government does not immediately issue land title to applicants whose lots are without houses yet.

“Even though the lot has been measured under the Traditional Village Land Survey Programme, we had to hold his or her title because he or she has yet to build a house on the land.

“However, this policy was implemented way back in 2010 to 2015. Now, we have a new policy to replace the old one,” he said.

According to Awang, in the situation where there are several measured land lots with existing houses which are circling the empty lots (which have not been constructed with a house), the department is able to issue the title for those lots.

“But this will only take place provided that the lot is in the context of being surrounded by other houses (on measured land lots),” he stressed. 

He added that the applicant must be one that is acknowledged to be entitled to the land lot in which he said, “the lot must be known to be reserved by one particular person even though he or she has yet to build a house on it”.
