Perimeter survey of NCR land to speed up

KUCHING: The government is working to accelerate the perimeter survey of Native Customary Rights (NCR) land by implementing the first stage and the second stage of Individual Lot measurement under its new initiative of NCR land measurement programme.

Deputy President of Parti Pesaka Bumiputera Bersatu (PBB) who is also Deputy Chief Minister, Datuk Amar Awang Tengah Ali Hasan said during the early stage of the implementation, there were various challenges as landowners were skeptical or suspicious of the effort.

According to him, the effort had been distorted by various parties, especially the opposition.

However, he said, with the commitment and sincerity of the party and the government, support to the programme was encouraging.

“A total of 822,374 hectares (2,032,086 acres) throughout Sarawak were successfully measured. Of the total, 656,373 hectares (1,621,898 acres) have been gazetted,” he said in conjunction with the PBB General Assembly here yesterday.

Tengah said following the gazette, a total of 17,015 individual lots were successfully measured, involving a total of ​​20,169 hectares (49,838 acres).

“As a result, 6,652 lots of 6,898 hectares (17,045 acres) have been issued ownership titles under Section 18 of the State Land Code,” he said.

Meanwhile, Tengah said the programme was a continuing effort by the government to ensure that all the NCR land was issued with valid ownership titles.

“Co-operate with the authorities so that the perimeter survey work can be resolved immediately for the benefit of everyone.

“To speed-up the second stage of the survey, which is individual measurement, the government had established land committees,” he said.

“The committee was authorised to identify and validate the land boundaries in the field supervised by the Department of Land and Survey. The pilot project was implemented in Kampung Pichin, Serian and expanded to other areas.

“In addition, the government has also acknowledged long-standing traditional villages and so far, 47,069 land titles under Section 18 of the Land Code were issued, with the purpose of residence through the Traditional Village Measurement Programme.

“The government had implemented the Resettlement Scheme and Village Growth Scheme. So far 35,261 lots were distributed and the premiums were reduced.

“Land tenure is in line with the government’s intention to increase the land economic value. Remember, land is not a measure of the economic wealth of a nation.

“However, development activities on the land generate revenue and contribute to the economy,” Tengah explained.
