Works Ministry to adopt advanced technology

KUCHING: The Ministry of Works will continuously embrace and adopt advanced technology as the main agenda in the realisation of a digital infrastructure which is sustainable, its Minister, Dato’ Sri Fadillah Haji Yusof said. He said the adoption of advanced technology in government infrastructure development was crucial as it would accelerate the completion of infrastructure projects and cost savings in the long term.

For example, in the Pan Borneo project, he said, the Ministry of Works had proposed the implementation of the Highway Information Modelling (HIM) which was a combination of the Geospatial Information System (GIS) and Building Information Modelling (BIM).

“The objectives of HIM are to minimise and reduce errors during the construction stages of the Pan Borneo by visualising, monitoring and tracking the project progress of contractors by integrating 3D BIM Modelling in the coordination, consolidation and checking of all information by establishing 3D As-Built Models that comply with JKR’s requirements for asset management,” said Fadillah in his keynote address entitled “Enhancing Infrastructure, Enabling And Supporting Growth” in one of the sessions at the 4th Sarawak Business & Investment Summit. The summit, themed “Digitalising Sarawak, Amplifying Growth”, was organised by Asian Strategy & Leadership Institute (Asli) at Hilton Hotel here yesterday.

Fadillah said the Highway Information Modelling (HIM) was a specialised project monitoring tool in tracking real time information in a 3D environment which included project coordination in a collaborative environment.

“By using HIM in the Pan Borneo Sarawak Project, the improved collaboration between the project owner and designers during the construction will minimise rework and reduce construction costs,” he pointed out, adding that the maintenance of the Pan Borneo Highway was expected to be easier and cost saving. Fadillah disclosed the Ministry of Works was also banking on new technology such as Intelligent Traffic System (ITS) which was an advanced application aimed at providing innovative solutions and services relating to different modes of transport and traffic management.

“With traffic congestion as our main concern, especially in major cities, the realisation of the Intelligent Transport System (ITS) in Malaysia in journey planning, dissemination of real-time traffic conditions, suggestions of alternative routes and parking space information is crucial for our citizens to be more efficient and productive,” he said.

Fadillah also said one other initiative by the Ministry of Works was looking into the Weigh-in-Motions (WiM) technology which was to be implemented on federal roads and highways. With the WiM system in place, he said the government would be able to improve the monitoring system of overloaded vehicles which, in turn, would increase the safety and security of road users in Malaysia.

Fadillah added that under the umbrella of CITP, the Ministry of Works through CIDB was in the process of developing a Building Information Modelling (BIM) Library which was a digital warehouse of Pre-Approved Plans (PAPs) of 3D design plans of buildings and integration of IBS components for construction materials.

“With the BIM Library, we expect to standardise all designs by consultants from all disciplines. With this new initiative , it will create a new era of business opportunities for contractors, material suppliers as well as facility management companies,” he pointed out.

Fadillah said the Ministry of Works and CIDB were proactively collaborating with other relevant agencies in enhancing the capacities and capabilities of contractors, professionals and skilled workers with the hope that by 2020, there would be 5,000 professionals from various disciplines to adopt IBS and BIM in their projects. CIDB, he said, was also targeting to train 37,500 contractors under the Continuous Contractor Development Proggramme to be facility management and IBS contractors.
