BAU: The delay in issuing the occupation permit (OP) for Sekolah Kebangsaan Suba Buan was due to technical reasons said Deputy Minister for Transport (Riverine and Marine) Datuk Henry Jinep.

He assured that the delay did not stem from political reasons but rather, issues of compliance with local council standards and Bomba regulations.

As such, he said, the matter should not be escalated to the State Legislative Assembly (DUN) or Parliament as it simply due to professionals ensuring due diligence in their responsibilities.

“Regarding SK Suba Buan, there are no issues with issuing the OP. However, there are specific criteria that must be met when applying for a permit.

“It has been observed that the building plan was submitted only after the completion of the project. According to the council, this is technically incorrect because the building plan should have been submitted before construction commenced.

“Building without an approved plan means a violation of local council laws and constitutes illegal construction,” Jinep said today.

He added, when applying for the permit, the council will enquire about the timing of the building plan submission. If not submitted, the council instructs the applicant to submit the plan.

The plan then undergoes a review process, including feedback from the Fire and Rescue Department (Bomba). In this case, it appears that the building has not undergone the necessary reviews by the council and Bomba.

“The delay is attributed to the architect’s failure to diligently fulfil their responsibilities. The council has to wait until the building plan is submitted, review the plan, and address Bomba’s comments.

“Furthermore, the council requires the payment of enhancement fees, which the architect has not paid. Without payment, the council cannot proceed with the permit issuance,” he added.

He said the delay, therefore, results from a failure to adhere to established procedures, causing financial setbacks.
