SDMC updates guidelines for travel into Sarawak

KUCHING: The Sarawak Disaster Management Committee (SDMC) has released its updated guidelines for travellers who want to enter Sarawak.

Travellers need to undergo the rt-PCR/RTK-Antigen test and the result should be valid for three days prior to travel.

Also, in the guidelines released on Tuesday (Oct 5), those with a negative result must submit this in the enterSarawak app.

They also need to attach the digital vaccination certificate.

“For travellers with incomplete vaccination or those unvaccinated due to medical reasons, they will be given a mandatory quarantine of 10 days.

“Swab tests will be taken on Day Seven.”

Transit

International travellers transiting within Sarawak is not allowed and required to be quarantined at first point of entry in the state.

For domestic travellers, they are allowed to transit with exemption for those with completed vaccination.

For domestic travellers with incomplete vaccination, they are not allowed to transit within the state. They will be given a 10-day quarantine order and swab tests will be taken on Day Seven.

“Those travelling within Malaysia, they must provide flight itinerary, copy of identity card, police permit and an e-Health Declaration Form (eHDF).

“Post Covid-19 patients are required to get medical letter from registered medical facilities or practitioner.”

SDMC added that the cost of quarantine for Sarawakians is paid by the state government, however, non-Sarawakians must pay unless married to a Sarawakian.

“For children under 18 travelling without parents or guardians, they need to have a negative test result and submit their vaccination certificate, if available.

“Flight itinerary, copy of identity card or birth certificate, police permit and eHDF are required.

“If they are not fully vaccinated, they need to be under home surveillance for 10 days. Children who are fully vaccinated are exempted.”

For essential services or official travel to Sarawak, applicants need to provide their digital vaccination certificate or vaccination card.

Flight itinerary, copy of identity card, letter of invitations and police permit are also required.

“Those returning within three days and two nights, they do not require to take rt-PCR/RTK Antigen test, however, those returning after three days and two nights, they need to attach their negative test result.”

From overseas

Malaysians and non-Malaysians entering from overseas are required to provide negative test results.

Non-Malaysians need to provide additional documents such as MyTravel pass and proof of complete vaccination.

“Vaccination digital certificates are also needed, copy of identity card or passport, working permit (for expatriates or foreign workers), Annex 17 and police permit (for those completing quarantine in Kuala Lumpur).

“Non-Malaysians are required to submit approved documents to MySejahtera for vaccination update and with Malaysia My Second Home approved pass only.”

Non-Sarawakians will need to pay for quarantine and swab test cost and allowed to transit via Kuala Lumpur International Airport, provided they remain in airport terminal with connecting flight within 24 hours.

For medical tourism, applicants need to provide MyTravel pass approval and medical conditions verified by hospital and they need to be quarantined.

Ambulance for pick-up at point of entry to hospital for quarantine can be arranged and one fully vaccinated companion is allowed.

“Other documents, including negative test result, flight itinerary, copy of identity card or passport and letter from hospital for treatments or appointments.

“Applicants also need to provide receipt of payment for medical arrangement. Patient need to be fully vaccinated, however, if due to health complications, attach relevant letter from medical authorities.

“Only those under critical medical conditions or high risks are allowed to enter.”

Oil & Gas sector

For oil and gas sector, Malaysians and non-Malaysians need to provide negative test result, digital vaccination certificate, flight itinerary, copy of identity card or passport, letter of invitation, letter of undertaking (except for Sign Off from Sarawak Rig/Vessel), work permit and approved police permit (except for Sign Off from Sarawak Rig/Vessel).

Oil and gas company or agents are to cover for the costs of quarantine and rt-PCR/RTK screening test.

Those signing on from Malaysia need to provide invitation letter from company and work permit. They are exempted from quarantine and companies need to abide by Malaysia Petroleum Management Guidelines.

The same goes for those coming from outside Malaysia — letter of invitation from company, work permit and required to undergo 14-day quarantine at offshore transit centre.

“For signing off from Sarawak water rig and vessel, screening tests are required as well as quarantine order until test result is negative.

“Those signing off outside of Sarawak water rig and vessel, they need to have negative test result and vaccination certificate.”

Shipping sector

In the shipping sector, documentations include flight itinerary, copy of identity card and passport, seaman book, letter of invitation, letter of undertaking, work permit and police permit.

Shipping agents are to pay for the costs of quarantine and rt-PCR tests.

Signing on from and outside Malaysia would need letter of invitation from company and work permit. Those from outside the country need to undergo a 14-day quarantine.

“Crews signing off on shore landing need to have negative test results and vaccination digital certificates, and need to undergo 14-day quarantine.

“For loading and unloading procedures, letter from employer, the last 10 port of calls lists, crew lists and seaman book including a vessel quarantine are needed.”

Airline sector

In the airline sector, applicants need to provide negative test result, vaccination digital certificate, general declaration, copy of identity card and police permit.

Airline crew test results are valid for seven days and rotation is only applicable to Fire and Rescue Department, oil and gas, flying doctors and other uniformed bodies.

“Conditions of entry for commercial airline and cargo — negative test result and vaccination digital certificate are required only for crew on duty.

“Both training and rotation can be exempted from quarantine provided they show negative test results and their vaccination digital certificate.

“In rotation of schedule, they are allowed for release after swab upon arrival when their test is negative. However, they need to take swab test again on Day Seven of quarantine.”

Applicants from outside the country need to provide negative test result, vaccination digital certificate, letter of invitation from company and work permit.

Delivery sector

For delivery transporter (essential goods-cross border), applicants need to provide negative test result, vaccination digital certificate and approval to cross border.

They also need to do RTK-Antigen test at the Brunei border, if they are crossing borders, and only allowed to transit Brunei on a one-day pass.

Documentation includes copy of identity card, letter from company and police permit.
