KUCHING: The Health Ministry should introduce a proper guideline for the public to obtain their digital exemption certificates for Covid-19 vaccination.

Parti Bumi Kenyalang (PBK) president Voon Lee Shan said without the guidelines, it would open up room for discrimination.

“Health Minister Khairy Jamaluddin said that individuals who are unable to be vaccinated due to medical conditions can obtain their digital exemption certificates.

“However, many complained that doctors refused or could not certify their medical conditions for issuance of exemption certificates because doctors told them that they did not have any guidelines from the relevant authorities on how to proceed,” he said.

Voon said this showed the incompetency of the authorities in handling matters affecting the citizens that needed help.

“Without any guidelines those who are eligible for the exemption certificates are discriminated from fair treatment to receive attention and help from the authorities. Such an act could be unconstitutional,” he said.

The PBK chief also claimed that public complaints had fallen on deaf ears, alleging that the complaints received “no serious attention”.

On inter-district travel, Voonhoped some form of leeway could be given to those who could not be vaccinated for Covid-19 due to medical reasons.

He claimed he had received a number of complaints following the decision to prohibit those who are not fully vaccinated for inter-district travel.

“Such restriction against those who for medical reasons could not get vaccinated is unconstitutional.

“The prohibition to disallow them to travel inter-district is against their right of movement  and may affect their livelihood as they are prevented to travel for their business and work,” he said.

He suggested that the authorities outline stricter travel standard operating procedures (SOP) for those who are not fully vaccinated.
