KUCHING: The current practice of drawing votes or ‘Perolehan Cabut Undi’ should be reviewed as it appears to be not suitable to ensure quality and the prompt delivery of projects under the rural transformation programme (RTP) funding.
In a statement, Kota Sentosa assemblyman Wilfred Yap said the time has come for the government to consider a selective open tender system for qualified contractors to be implemented by local councils such as Kuching South City Council (MBKS) or Padawan Municipal Council (MPP).
“The advantages of a selective open tender where qualified contractors are invited by the implementing local council to participate would provide greater transparency and accountability throughout the contracting process and will go a long way towards eliminating ‘Ali Baba’ contractors and ensure better quality of works.
“With a selective open tender process, it would allow the implementing local council to select a dependable competent contractor and would be a more cost-effective resource utilisation in the long run,” he said.
Yap recently visited the Kota Sentosa market together with the chairman of MPP Tan Kai and other MPP officers to monitor and inspect work progress on his RTP projects.
The visit was requested by Yap himself after he had received public complaints on the ongoing works carried out by the contractors.
Yap requested the MPP officers in charge to properly supervise the project and ensure the works are completed on time and meet the required quality standards in compliance with the Construction Industry Development Board (CIDB) Act.
