Human resource: The key to civil service transformation

KUCHING: Human resource (HR) remains the key to the State Civil Service’s (SCS) transformation development in the global technological era.

According to Deputy State Secretary Datuk Sabariah Putit, SCS is just two years away from its SCS 10-20 Action Plan target and the transformation of the state towards a world-class civil service.

She said that is the blueprint that is being used to plan ahead to set the target that will catapult SCS past not only current issues and problems, but also those in the future.

“While it is important that SCS has the leverage on digital technologies, I assure you it is not the most important enabler of our transformation.

“The most important enabler is human capital and for those in HR, that is you,” said Sabariah in her speech when attending to the Malaysian Institute of Management (MIM) – SCS Human Resource Summit 2018 held at a local hotel yesterday.

She added it’s all about building a culture of positive development and that transformation means development.

Sabariah also pointed that HR officers need to think of themselves as strategic partners in the transformation of the SCS.

“In order to be a strategic partner, you have to be deeply knowledgeable about HR and its eco-system, for example, the design of a work system in which people can thrive, succeed and contribute.

“Therefore, the civil service has to do, achieve and deliver more to ensure continuous progress,” she said.

The one-day summit was divided into four sessions focusing on “Future-Proofing HR Practice”, “Driving Agility for Better Results”, “People Engagement for the VUCA World” and “High Performance Work Culture in Sarawak Civil Service”.

Also present were state Human Resource Unit director Datuk William Patrick Nyigor and MIM chief executive officer Sivanganam Rajaretnan.
