KUCHING: Eligible consumers may purchase petrol and diesel from gas stations for personal use if they first apply for a special permit under the Supply Control Act (AKB) of 1961.

Domestic Trade and Consumer Affairs Minister (KPDNHEP) Datuk Seri Alexander Nanta Linggi.said this was done to prevent irresponsible parties, small scale businesses, organisations or people from abusing the private use of controlled and subsidised goods like petrol and diesel.

“Under the legal provisions of the AKB 1961, each gas station must have a licence under the relevant Act to allow the gas station to deal with petrol and diesel oil.

“Among the conditions that have been set under the relevant licence is that any gas station is not allowed to sell diesel fuel and all grades of petrol except to an original tank vehicle or ones that have been approved by the relevant agency.

“This applies also to any party that receives permission from the KPDNHEP under the provisions of the AKB 1961 law,” Nanta said in a statement here today.

He  was made aware of reports that have been issued by the mainstream media and on social media regarding the ban on the purchase of petrol and diesel fuel using drums, plastic or any container without permission under the AKB 1961.

However, he added a special permit was only necessary for purchases of 20 litres or more while smaller purchases, including those made in emergency situations, are permitted and do not call for a special permit.

Any party interested in applying for a Special Permit may do so via the Mysubsidi Special Permit system online at http://permitkhas.kpdnhep.gov.my or in person at any KPDNHEP office in the area.

“This Special Permit is open to all qualified parties and is free of charge.

“Any party that has been given authorisation to purchase petrol and diesel oil through this special permit may use a drum, plastic container, or any other appropriate container in accordance with the daily quantity that has been authorised,” he said .

As of now, Nanta added, among the parties that had obtained a special permit from the ministry, are forklift users, agriculture and livestock sector, food industry operators, residents in rural areas, water transport users for boat engines and part-time fishermen but not e-fisherman card holders.
